There are numerous guides on sustainable town planning, especially on eco-neighbourhoods. However guides on the sustainable development of whole local authorities, such as the one in this example, are at a less advanced stage and need to be developed.

The Provence-Alpes-Côte-d’Azur Regional Environment Agency has created a practical guide on how to develop more coherent “PLU – Plan Local d’Urbanisme” which are obligatory land-use and spatial planning documents for municipalities in France.

The PLU provides practical guidelines for municipalities when drafting their PLU:

  • covering the entire process of developing the PLU
  • on how to comply with the 2007 legislative framework of the French “Grenelle de l’Environnement”
  • on how to ensure overall coherence, including with other planning documents and approaches to sustainable development, participation, and inter-municipal linkages
  • focusing on binding provisions, that is to say on the possibilities of operative measures that will effectively transform the territory
  • sharing best practices in PLU drafting and links to useful documents and tools

A participatory approach was used for the drafting of these guidelines, involving elected representatives, public authority technicians, which were consulted. They worked together through many meeting, on the basis of benchmarks.

With a little budget (less than €100,000) the guidelines have been sent to 10,000 municipalities towards helping them write/update their PLU.

The financial support from the regional council was determinant as well as the technical expertise in spatial planning from various stakeholders.
