OREGES was created in 2002 by the Energy Committee of the Regional conference for territory development and planning. OREGES has the task of drawing up the plan for regional air quality, climate change and energy in which the guidelines and policies for the next 5 years are given.

The Regional Observatory for Energy and Greenhouse Gases emissions (OREGES) of Rhône-Alpes Region has the task of monitoring energy consumption and production and greenhouse gas (GHG) emissions at regional and infra-regional level, as well as informing the public, local authorities and energy stakeholders about these topics. In particular the objectives of OREGES are:

  • To collect and produce information at regional level on energy production/consumption and GHG emissions;
  • To ensure the consistence of the information between regional and national levels;
  • To develop and use tools and indicators to assess the impact of policies and measures.

OREGES also aims at facilitating access to local energy and emissions data by local authorities and agglomeration of local authorities, for the development of Territorial Climate Energy Plans (“Plans Climat Energie Territoire”). At this purpose, the website of OREGES provides free of charge a series of outputs, such as territorial energy and emissions profiles, dynamic maps, spreadsheets with data on specific indicators.

The multi-level governance remains a key aspect of the initiative, by involving the Rhône-Alpes Regional Council, Rhônalpénergie-Environnement, Air Rhône-Alpes, the French Agency for Environment and Energy Management (ADEME) and Regional State Services for the Environment, Planning and Housing (DREAL). This multi-level governance appears to be an essential aspect in the co-funding, the money being funneled by the Regional Council and ADEME

With a budget of €140.000 per annum OREGES has provided local authorities of the region with energy and emissions data for their sustainable energy planning activities.

The shared vision, partnership and coordination between the national and regional levels and the existing technical expertise in GHG monitoring were key success factors of the Observatory.
