Valorization of CEE (Energy Savings Certificates) by the SIEL – Federation of Municipalities for Energy Management of the Loire Department

CEE (Energy Savings Certificates) has been operating in France since 2006. It is based on the obligation of energy savings by the government to the energy traders called « the required » (electricity, gas, heat, cold, domestic fuel and fuel for cars).

The SIEL offers to municipalities a service of assistance for energy management (follow up of energy con-sumption, advice and assistance for action). It also includes the valuation of energy savings certificates for the action led by the municipalities (financing of other action of the municipalities and actions at the level of the Département).
CEE : Energy Savings Certificates in France since 2006. It is based on the obligation of energy savings by the government to the energy traders called « the required » (electricity, gas, heat, cold, domestic fuel and fuel for cars). A three-year goal is defined and shared between operators according to their sales volumes. The certificates are obtained thanks to actions of the required or by the purchase to others called the elegible (local authorities and social housing owners). Besides 270 actions sheets have been published to simplify the calcu-lation of the savings for a specific action.
