By means of the voluntary agreement, signatory organisations undertake to draw up an emissions inventory, propose and apply reduction measures, and carry out annual monitoring to assess the results.
Cooperation between the public sector and the different social and economic sectors is an excellent tool to advance towards sustainability and reduction of the emissions that contribute to climate change.
The agreement falls under the Catalan Framework Plan for Climate Change Mitigation 2008-2012. Only through the Voluntary Agreements, the Office is expecting to reduce 0.59 million tonnes of emissions/year up to 2012.

The Challenges of the project are:
- To contribute to the reduction of greenhouse gas emissions in Catalonia and improve the competitiveness of Catalonia and its economic sectors
- To reduce the cost of the energy bill
- To advance in the continuous improvement of Catalan organisations
Programme procedure:
- Signing - Expresses the will and the commitment of an organisation or group to reduce its greenhouse gas emissions and contribute to global climate action.
- Assessment - Consists of estimating the greenhouse gas emissions produced by the organisation (initial inventory), and of defining specific measures to reduce them in a given period of time (initial action plan).
- Action - Consists of the practical application of the measures defined by the organisation in its initial action plan, and the start of a new assessment process (reassessment) to determine the results achieved (inventory 2, 3...n) and consider proposals for new measures (action plan 2, 3...n).

Lessons learnt and recommendations
|

Similar experiences in other European countries, and also in Catalonia in other environmental areas, bear out the fact that cooperation between public and private sector is an essential tool.
