Manuals For Policy Makers

Climact-Regions wants to improve the capacity of regions to build and apply GHG reduction policies, in order to contribute to climate protection. This main objective brings about two more specific objectives:

• enable regions to efficiently monitor and observe energy and greenhouse gases,
• develop regional policies for greenhouse gas mitigation using good governance processes.

With the identification of European best practice, ClimactRegions released three manuals:

Observation of greenhouse gas emissions

The GHG observation system is a powerful tool and the choices of a methodology and approach for implementing it are not neutral. In fact, they contribute strongly to building a representation of the regional impact of climate change and a framework for identifying areas of responsibilities and priorities for action. The tools for GHG accounting and observation must provide an overall picture of GHG emissions and must not be geographically limited to administrative boundaries for analysis (an approach suggested by the concept of "territorial emissions"). It is therefore important to look at the overall picture of sustainable development in a context of solidarity with future generations, solidarity between neighbouring territories, and finally solidarity with the entire planet.

Strategies & actions to mitigate climate change

Local groups and regions have a leading role to play in facing climate challenges. They possess not only a thorough knowledge of local conditions, resources and needs, but also know the expectations of citizens. They assign public financing and complete projects with long term effects on key sectors. This way, they contribute towards shaping tomorrow's territories. They provide the necessary impetus for taking action and prove that effective action is possible. Climate action is also an opportunity to strengthen local democracy by intensifying debates for negotiating changes that will have major impact on territories and lifestyles.

Dedicated modes of governance

Efficient governance processes for effective climate change mitigation actions involve complex and controversial solutions (changes in land use, access to and shared use of resources, etc.) requiring the involvement of multiple players at different levels. They reveal gaps relating to traditional government institutions and to areas of public policy intervention.
Governance processes are designed to provide support, expertise and advocacy for the design and joint execution of environmental policies. They offer the possible involvement of a variety of players at different levels and the opportunity to assist in defining and implementing a collective project through an open process of interaction and cooperation.

More than 140 Best practices available - Best practice case studies show how regional and local authorities have carried out initiatives in their territories that they consider could be easily replicated by others. More than 60 regions from 23 countries have shared 140 best practice examples on: observation of Greenhouse
Gas emissions; regional and local strategies; sustainable energy action plans and the actions stemming from them; and implementing local governance. Visit www.climactregions.eu   

Conference on Climate Change Observatories of GHG & Action Plans   

From 29 February to 2 March at Feria Valencia was held the International Exhibition of Environmental Solutions-ECOFIRA 2012.
Within the fair was held the Conference on Climate Change which was focused on the Observatories of Greenhouse Gases. Organized by Conselleria d'Infraestructures, Territorio, Medio Ambiente (Generalitat Valenciana) and CEAM.
At this conference, Patrick Biard, Rhonalpenergie-Environnement, presented  ENERGee-WATCH: the new European NEtwork of Regional GHG Emissions and Energy Watch. This new Network will be coordinated by FEDARENE during the initial phase.

Zlin Region - Natural materials & Renewables for regional development

A complete heat insulation of premises of a kindergarten in Pitín village was made using natural straw. The boiler room and the heating system were rebuilt, and a complete solar water heating system.

Energy Saving Checks in low income households in Berlin

The project consists in training people to provide energy and water saving assistance to low-income householders, to implement energy saving checks in houses, to analyse data and to take immediate measures.

Improvement of energy performance in traffic lights in Valencia 

The action consists in replacing halogen or incandescent lights existing in the traffic lights with LED technology. The targeted entities are all the municipalities of the Valencian Community responsible for the management of traffic lights, among other competences.

OREGES, observatory for energy & GHG in the  Rhône-Alpes Region

The observatory is monitoring the final energy consumption and energy production & Energetic and non-energetic GHG emissions.The main input data used are: statistical data, average energy consumption rates, GHG emissions rates and real data from regional and local levels. The "final consumer approach" is used: the emissions taken into account are not the GHG emitted on the territory but the emissions due to energy consumption on the territory.
