<span style="font-family: verdana,geneva; font-size: 9pt;">he  successor to <strong>Jean-Louis Joseph</strong>, - Vice-president of the Provence-Alpes-Côte d'Azur Region and member of the Committee of the Regions – who has led the federation since 2007.</span><br /><br /><span style="font-family: verdana,geneva; font-size: 9pt;">Newly nominated, <strong>Jose Ignacio Hormaeche</strong> declared "<em>My goal for the next three years will be to monitor European policies and legislation in order to support the development of an ambitious Europe in the sustainable energy field, to assert the regional dimension in these policies and to defend the interests of the FEDARENE members</em>".</span><br />

<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: 9pt;">José Ignacio Hormaeche is General Director of EVE since 2006 following a carrier in the industry sector.</span></p>
<p style="text-align: justify;"><span style="font-family: verdana,geneva; font-size: 9pt;">Graduated from Polytechnic University in Madrid and from Deusto-Bilbao University, José Ignacio Hormaeche has held various leadership responsibilities in the Gamesa group, and particularly in the operations management of Gamesa-wind. <br /></span></p>

Diplômé de l'Université Polytechnique de Madrid et de l’Université de Deusto-Bilbao, José Ignacio Hormaeche  a occupé diverses responsabilités au sein du groupe Gamesa, et plus particulièrement la Direction des opérations de Gamesa-Eolien.</span></p>

<p><span style="font-size: 10pt;"><b>2012/05 NEW BROCHURE on SERVE project-</b><b> </b><b>Find out the results achieved</b></span></p>
<p><span style="font-size: 10pt;">This publication highlights the first results achieved in a rural region in </span><st1:country-region><st1:place>Ireland</st1:place></st1:country-region><span style="font-size: 10pt;"> thanks to the SERVE project. Until now the project has targeted 500 buildings for energy efficiency and renewable energy measures and an Eco-village has been built which is&nbsp; supplied by the first 100% renewable district heating system (wood+solar) in Ireland. The SERVE project, supported by CONCERTO under the FP6 program, is entering its last phase as a monitoring system is now installed. SERVE has already demonstrated that local energy actions are crucial for boosting the economy.</span></p>

This  main objective brings about two more specific objectives:</span></span></p>

In fact,  they contribute strongly to building a representation of the regional  impact of climate change and a framework for identifying areas of  responsibilities and priorities for action. The tools for GHG accounting  and observation must provide an overall picture of GHG emissions and  must not be geographically limited to administrative boundaries for  analysis (an approach suggested by the concept of "territorial  emissions"). It is therefore important to look at the overall picture of  sustainable development in a context of solidarity with future  generations, solidarity between neighbouring territories, and finally  solidarity with the entire planet.</span></span></p>

They possess not only a thorough knowledge of local  conditions, resources and needs, but also know the expectations of  citizens. They assign public financing and complete projects with long  term effects on key sectors. This way, they contribute towards shaping  tomorrow's territories. They provide the necessary impetus for taking  action and  prove that effective action is possible. Climate action is  also an opportunity to strengthen local democracy by intensifying  debates for negotiating changes that will have major impact on  territories and lifestyles.</span></p>

The public sector group meets three times a year and our last  meeting in March 2011 covered energy efficiency, adaptation and carbon  reduction.  Sharing learning from, and highlighting, ClimactRegions is  on-going.  One of the key projects over the past year has been the  development of <a target="_blank" href="https://shareweb.kent.gov.uk/Documents/environment-and-planning/environment-and-climate-change/Kents%20Adaptation%20Action%20Plan%202011-2013%20.pdf">Kent's Climate Change Adaptation Action Plan</a>.<br />We  also produce a monthly climate change e-bulletin which is circulated to  over 130 public sector officers, and contains updates on the  ClimactRegions project throughout the year.<br /></span><br /><strong><span style="color: #333333; font-family: verdana,geneva; font-size: 8pt;">Kent Environment Strategy</span>:</strong> <span style="color: #333333; font-family: verdana,geneva; font-size: 8pt;">The  Governance of the Kent Environment Strategy has now been developed to  ensure that actions and monitoring is reported at the highest  levels. The development of the strategy is one of our key  areas of focus for the implementation of learning from ClimactRegions.<br />The strategy will also use a new tool '<a target="_blank" href="http://www.carbondescent.org.uk/pages/vantage-point.html">Vantage Point</a>'  to help us identify the actions which will give us the biggest carbon  reduction (pounds per tonne of carbon saved) and will help development  of our renewable energy action plan.<br /><br /><strong>Retrofitting: </strong>Our  good practice on housing retrofit, submitted to the ClimactRegions  project, is now entering its second phase. A central aspect was decentralized energy production  based on biogas and biomass-driven small-scale cogeneration plants.
