1. ESTABLISHMENT OF THE REGIONAL ENERGY AGENCY IN CASTILLA LA MANCHA

1. 1. Legal Status of the Agency:
Public Corporation, Autonomous entity, under public sector company, supervised by a Board of Administration, its objectives, duties and main tasks were established by its Creation Law 7/99 of 15-April-1999 under the Law 6/97 and Law 6/85 from the Parliament of Castilla La Mancha.

2. THE IMPLEMENTATION OF THE WORKING PROGRAMME OF THE AGENCY.

2.1. Actions of Energy Management Already Implemented:

Main actions carried out by AGECAM are focused on energy flux in the Region, energy saving in the industrial, commercial and private sectors, and renewable energy sources in the region. The actions are classified into the following areas:

  • Agreement with promoting companies for financial participation of AGECAM in the implementation of some projects: wind farms and biomass;

  • Regional Energy Balance;

  • First approach to Energy Saving and RE’s Potential;

  • First approach for a save electricity program in public buildings in Castilla La Mancha;

  • Evaluation of and state of the art of technology for energy use of agricultural waste in the Region;

  • Brochures elaboration for the general public, energy information dissemination.

2.2. Relations with Local and National Partners:

  • Participation in the Consortium OPET SUR with Andalucia, Extremadura and Valencia.

  • Member of the SAVE project in collaboration with Energykontor of Sweden.

  • Member of FEDARENE (Oct 2000)

  • Energy labelling in buildings for subsidy residential sector in collaboration with the National Energy Agency (IDAE)

  • Co-operation with the Area of Energy of the Regional Directorate General for the evaluation of RE’s projects to be subsidy during the years 99-2000

  • Spanish renewable energy data base -ALTENER project coordinated by IDAE.

  • In collaboration with the Industrial and Energy council of Castilla-La Mancha, the Agency has begun to work with the next projects:

  • Solar thermal and photovoltaic regional promotion plan.

  • Data base with GIS for the geographical localisation of actions on save and energy efficiency.

  • Data base with GIS for the geographical localisation of the regional energy infrastructure.

  • Regional plan of renewable energy and energy efficiency.

  • Development on Castilla-la Mancha of the European SAVE directive of energy building labelling and energy audits.

  • Development on Castilla-la Mancha of the European SAVE directive of energy save on public building and services.

Financial participation in regional renewable projects:

  • Wind farm projects.

  • Biomass olive burning project (ENEMANSA -Ciudad Real-).

  • IKA Varistors project (Toledo).

  • Residual grapes burning project (Albacete).

3. THE EUROPEAN CO-OPERATION.

3.1. The Official Links Established Between Agecam and other agencies. (SAVE project). Meetings or actions they have organised jointly:

Energikontor Sydos (Sweden) and AGECAM have been established a continuous transference of experiences on the following aspects established in the jointly SAVE programme:

  • Project to use solar and Biomass power for a Stirling engine: Contacts to collaborate to establish a common development for this technology in their regions.

  • Energikontor Sydost and AGECAM has established a continuous exchange of information and a meeting was held in Växjö in october 4-5 1999. A second meeting was held in Brussels together with the first FEDARENE meeting 17-19 Sept. 2000 supported by Agecam.

  • A proposal for Altener has been made by Energikontor Sydost with Agecam and Galway Energy Agency as partners. The proposal is namned " 100 % RES " and the objective is to disseminate and implement renewables in the whole region (finally rejected by the European commission).

  • Common project proposal has been approved during the SAVE kickoff meeting held in Napoli on 17th February 2000.

(OPET Project )
Inside the OPET Network , AGECAM has work together the Spanish Agencies of Andalucia, Extremadura and Valencia (Spanish OPET South Network) and in projects with European energy Agencies, in the next projects:

  • Biomass (Olive sector), and solar implementation.

  • Journalist renewable network (Coordinate by the Bratislava Energy centre)

  • Domestic stoves project (coordinated by SODEAN)

  • Solar development conference preparation (AGECAM-SODEAN). The meeting will be held in Albacete next February 2001.

3.2 European Meetings:
  • II Jornadas de intercambio de experiencias entre Agencias de Energía Nacional, Autonómicas y Locales, Segovia (Spain) 11th March 1999

  • Meeting in Napoli, Italy in February 2000 with ESS and AREC as Kickoff meeting.

  • Two OPET meetings (Brussels and Toulouse (France)), year 2000.

  • European wind energy conference at Kassel (Germany) year 2000

  • FEDARENE meeting at Brussels Sept. 2000
