The "Instituto Enerxético de Galicia" was created in 1999 (Ley 3/1999, March 11th; published in the Diario Oficial de Galicia, No.61, March 30th 1999)

The objectives orienting and defining the energy policy of the Xunta de Galicia and coordinated in the National Energy Plan are to promote the simultaneous development of the economy and employment in Galicia, to ensure satisfaction of the demand for energy, to encourage the rational use of energy by promoting the development of renewable energies reducing dependence on outside sources, and to conserve the environment.

Thus the Instituto Enerxético de Galicia is hereby set up as a public body of the Autonomous Community to develop and pursue Galician energy policy, with the important advantage of exploiting existing structures in this field for the performance of its tasks. Its mission is to integrate the Galician Energy Plan and the Energy Savings and Efficiency Plan, to attract new investment to the sector, to support firms that transport, distribute, market or consume energy, to exploit territorial advantages and other endogenous energy factors, to optimize energy systems and energy training schemes, and to lend support to plans for industrialization and territorial planning.

Objectives of the Institute

The objectives of the Instituto Enerxético de Galicia are the promotion and pursuit of initiatives and programmes for research on and support of actions pursuing the knowledge, development and application of energy technologies (including renewable energy technologies), the improvement of energy saving and efficiency, the promotion of the rational use of energy and, in general, the optimal management of energy resources in the various sectors of the Galician economy, and involvement in the management and, if applicable, provision, of services in synergetic fields, in conformity with the directives of the Government in its area of competence.

Functions

The general functions of the Institute shall be as follows:

  • To draw up energy plans and programmes and lay them before the Counsellery responsible for energy affairs.

  • To promote and, where appropriate, execute said plans and programmes once approved by the Counsellery responsible for energy affairs. 

  • To monitor and inspect plant for the production, distribution, supply and consumption of energy with the safety of the plant as prime objective. 

  • To propose the drafting of provisions for the establishment, implementation and management of energy policy. 

  • To promote and carry out programmes of energy assessment and audit so as to support actions aimed at energy saving and the improvement of energy efficiency, to draw up programmes for rationalization of energy usage, and to promote the exploitation of energy resources. 

  • To promote and take part in R+D programmes and projects concerning energy technologies and energy-related equipment and services. 

  • To promote and take part in the evaluation and implementation of energy production systems based on endogenous resources, with special emphasis on those employing renewable energy sources and cogeneration. 

  • To draw up studies and draft and issue reports and recommendations on energy affairs for public and private bodies. 

  • To organize professional training and updating programmes in collaboration with university and professional training centres. 

  • To orient consumers as to good energy consumption practices by means of specific campaigns and actions. 

  • To promote the involvement of Galician firms and institutions in Spanish and international energy programmes, in particular programmes undertaken by the European Union, and to issue reports and assessment regarding EU programmes and directives on energy matters. 

  • To be able to represent the Autonomous Community in bodies referred to by the Electricity Industry Act (Ley 54/1997, November 27th) and by any other Act concerning energy affairs. 

  • To exercise any other technical, material or legal function falling within its scope that may be encharged to it or behove it under this Act.

Actions of the Institute

For the proper performance of its functions the Instituto Enerxético de Galicia may, in conformity with the pertinent legislation of the Autonomous Community:

  • enter into agreements and contracts with public and private institutions with interest in matters falling within its scope;

  • collaborate with other administrations to favour the adoption of measures promoting savings and rationalization in the production, distribution and supply of energy;

  • constitute and/or take stock in companies of all kinds with objectives related to those of the Institute, following the report of the Counsellery for Economic and Budgetary Affairs;

  • promote the establishment of financial arrangements for the implementation of energy projects by the Institute alone or in collaboration with other public or private institutions.
