Biofuels Networks in the Community (BIONIC)

 

BIONIC addresses the diversification of energy supply in the transport sector through the promotion of natural gas and alternative fuels, with specific reference to biofuels.  The specific objectives are:

1. To establish a series of regional networks, led by Local Authorities and involving stakeholders at all stages of the supply and end-use chain, aimed at increasing the take-up of biofuels in the transport sector.

 

2. To set up a series of case studies addressing supply chain and market structure issues, market demand issues, and biofuels promotion (i.e. Agricultural / Feedstock Supply, Waste Recycling / Collection and Biogas, Production Facilities, End Use, Promotional Campaigns,…)

 

3. To evaluate the processes and the impacts of the case studies using a common framework.

 

4. To develop and circulate best practice guidance on how to stimulate the local biofuels market in practical terms.

 

5. To meet local, national and European goals to increase the penetration of biofuels within local transport energy markets.

BIONIC is different from existing IEE projects dealing with biofuels in that it addresses the issues specifically from the perspective of Local Authorities.

 

The core partners represent 5 communities:  NW England (UK), Värmland (Sweden), Cantabria (Spain), Ploiesti (Romania) and Pazardjik (Bulgaria). They are joined by an experienced management partner (TTR) and an energy network (Fedarene).

 

Core work includes a State of the Art Review (European and National), A Regional Needs Analysis examining local biofuel initiatives in BIONIC Regions, identification of specific barriers and opportunities, local authority & stakeholder needs analysis, and development of user needs statements. The project will also include comprehensive evaluation and dissemination activities.

 

The outputs of BIONIC will provide a framework and guidance for local and regional authorities throughout the EU on how to establish and influence biofuel markets in the transport sector through Best Practice Guidelines. The work will help Europe to achieve the target of 5.75% substitution of petrol or diesel by biofuels in transport applications by 2010.
