With its new European
Directive on CHP and through other political initiatives, the European
Union intents to promote a wider use of CHP in Europe in order to
increase the efficiency of the energy systems and to reduce carbon
emissions.
The combined production of heat and electricity is an essential approach
for reaching these objectives, due to its global performance, to the
primary energy saved and of course due to the avoided CO2 emissions. CHP
contributes to the security of the energy supply as well. The potential
of CHP in Europe is very high especially for the small scale plants up
to 1MWe. However, small CHP is under developed in most of the European
countries. This is due to a large amount of barriers such as high cost
of technologies, a lack of know-how, a lack of management capacities, a
lack of appropriated financing methods and a significant resistance from
the electricity utilities.
The aim of Cogen-Challenge project is to disseminate best practices and
existing know-how, to create supporting measures facilitating the
development of small scale CHP. The work of the consortium is to develop
a large set of tools facilitating the implementation of small CHP and to
speed up the market penetration.
