The event was organised by FEDARENE in coordination with AMEMM, the Energy Agency of the Maramures Province. It took place from 16 May 2013 to 17 May 2013 in Baia Mare, Romania.
More than 60 Romanian municipalities have signed the Covenant of Mayors voluntarily committing to reducing the carbon emissions in their territories by at least 20% by 2020. However, due to the economic crisis and cutting down of governmental support, the municipalities are having significant difficulties in finding funds for the implementation of sustainable energy projects. At the same time, the high energy bills are a burden for local budgets of the municipalities who are compelled to find ways to decrease the energy consumption. Therefore, the CB ManagEnergy workshop aims to assist these municipalities in identifying and understanding new funding models for energy projects with a focus on the options provided by the EPC model.
The workshop is organised in cooperation between ManagEnergy and the Energy Management Agency of Maramures for the purpose of presenting and analysing the funding programmes and mechanisms in the area of energy efficiency available for public authorities with a focus on the municipalities in the North-West Region of Romania which have signed the Covenant of Mayor, have developed their SEAPs and are now looking for opportunities to finance the carbon reduction measures. Among the funding schemes, special attention will be given to the Energy Performance Contracting (EPC) as a new innovative model of PPP for energy efficiency projects. The correlation between the EPC and the national public procurement law (Governmental Ordinance No. 34/2006 as amended) will also be clarified .
