Provincie Friesland (Provinsje Fryslân)
The province of Friesland is one of the twelve Dutch governmental authorities positioned between the national and municipal authorities and is responsible for issues that concern the population of Friesland directly. These issues include many aspects of spatial planning, the environment, landscape and nature, traffic and transport, the economy, welfare, health, and culture. The province is headed by an executive committee, the Provincial Executive Board, which is appointed by a democratically chosen parliament, the Provincial States.
The main role of Dutch provinces is organisation of spatial development (in economic domain, e.g. development of industrial estates). Provinces have no formal role in industrial, research, or higher education policy. However, they are a player in the Dutch consensus oriented consultative culture and provinces see their limited role as instrumental for broader regional goals.
In terms of innovation, the majority of the Province of Friesland’s activities are conducted in cooperation with the Provinces of Drenthe and Groningen in ‘The Northern Netherlands Provinces’ (please see “Northern Netherlands Provinces” for more information on this organisation).
For example, the province is working on a good road network and public transport, investing in the Frisian economy and ensuring that residents and visitors can enjoy the Frisian nature and culture.
The Province of Fryslân is also working on the implementation of the ‘Sustainable energy implementation program 2019’. The ambitions of the Coalition Agreement and the Sustainable Energy Policy Letter are central to this Implementation Program.

Ballum Airport, on Ameland Island, hosts since 2015 a 10 hectares solar park, covering the electricity needs of 1700 households.
