Open Letter – for an Ambitious, Effective and Fossil-Free Cohesion Policy Delivering on Climate Neutrality

On the 28th of January 2020, FEDARENE sent an open letter together with dozens of organisations to urge EU institutions to exclude fossil fuel from Cohesion Policy and help regions leapfrog fossil fuel use to renewable energy and energy savings.

On the 27th of January 2020, CAN Europe, CEE Bankwatch and WWF networks are publishing a letter co-signed by national NGOs, cities, regions and business associations – including FEDARENE – calling for the EU institutions to ensure that cohesion policy excludes fossil fuel subsidies in order to support a sustainable and just transition to climate neutrality. 

As all three institutions are currently involved in negotiations on the 2021 to 2027 multiannual financial framework, it is essential that they acknowledge the need to align EU funding with climate and social objectives, notably through an ambitious cohesion policy funding that will leave no one behind.

The letter, addressed to the Council of the EU, the European Parliament and the European Commission, highlights three headline recommendations:

  1. Support the full exclusion of fossil fuel investments from EU financing;
  2. Uphold the Partnership Principle in all programming, implementation and monitoring of EU cohesion policy;
  3. Support strong climate mainstreaming and ensure that all EU funding programmes and projects are embedded in strategies.
