Data Monitoring

Among the difficulties for achieving the EU’s climate and energy targets is the lack of standardizing energy and climate information at the European level. One of the most important climate adaptation measures is timely access to robust energy and climate data that underpin local and regional sustainable energy and climate policies and plans. This is a problem that can be solved with collaboration between public authorities and related institutions. As an example, there are no obligations within most national legislative frameworks for Transmission System Operators (TSOs) and Distribution System Operators (DSOs) to provide local energy data to public authorities at the sub-national level. This results in data exchange on a voluntary basis, when in fact, public authorities supporting municipalities and municipalities themselves need easier access to local data.

FEDARENE plays an active role to help these institutions in dealing with data monitoring, keeping in mind that local energy and climate data access can be challenging for many actors, due to data ownership, commercial sensitivity and the lack of accuracy or resources, among others.

Objectives

  • Manage and promote the European network of regional energy and climate observatories: ENERGee-Watch.
  • Propose and develop EU projects to allow the creation of new regional observation tools and to allow a common reflection at European level on energy and climate data sharing.
  • Support the standardisation of data at a European Level, enabling comparisons across European territories to be made and for European-wide methodologies to be established. 
  • Develop the reflection on best long-term data exchange models in sustainable energy and climate planning.
  • Facilitate the creation of new observatories in order to implement one-stop shop data services and monitor local authorities’ Sustainable Energy and Climate Action Plans.
