Targets set by the undersigned regions

Recognising the crucial role of energy for economic development and the environmental situation in Europe and

Understanding the important contribution sustainable energy production and use can make to a positive economic and environmental development and

Acting out of responsibility for future generations and in partnership with other regions across Europe,

We, the undersigned regional and local governments, have made a commitment to increasing our share of renewable energy and to boosting energy efficiency in our regions. We acknowledge that energy efficiency and renewable energy sources are most important cornerstones of sustainable development because they contribute to environment and climate protection, to local job creation and economic growth, to security of energy supply, to independence from energy price fluctuations as well as to social cohesion and innovation.

Recognising the importance of local and regional action in making sustainability happen, we are actively promoting energy efficiency and renewable energy sources in our own buildings, installations and sites as well as to the citizens, municipalities and businesses in our regions.

Deeply concerned about climate change and the increasing dependency on imported fossil fuels and their impact on our environment and economies, we call upon other European regions, but also upon local and national governments as well as the European institutions, to join forces for a better and more sustainable energy future!

The objectives are the result of discussions and analysis between the County Council, the Romanian Agency for Energy Conservation, the Romanian Association for Energy Efficiency  (SOCER) and the University of Craiova

  • By 2010: 15% reduction of heat energy consumption for district heating of the condominium type, by installing thermostatic valves and cost distributing frames,

The Plan of Renewable energies (PER), approved on 26 August 2005, aimed at achieving the target of 12 % of the overall energy demand being met from renewable energy by 2010.

 

The energy outlook in Extremadura considers a progressive upgrade of facilities for renewable energies. This situation, together with the high increase of energy demand, brings about the need of drafting an Energy Plan for Extremadura. By means of this plan, which will be finalised during 2009 it is intended, according to the different scenarios of generation and demand, to quantify the targets to be achieved concerning the sections of thermal solar, photovoltaic solar, wind and biomass energy and define a plan of action. It is also foreseen to promote the energy saving and efficiency in both the industrial and commercial but also in the household facilities.

Sustainable targets of the province of Flevoland, the Netherlands:

  • The focus of the province of Flevoland is very much on wind energy. The target of 25% of sustainable energy in the last Urban Regional Plan has already been achieved,

  • Besides wind energy the province possibilities in developing energy from biomass, heath-cold-storage and manure processing,

  • The cultivation of biomass can be realised in combination with the development of nature reserves,

  • The province increases the target for sustainable energy to 50% in the year 2030.

  • Reaching Kyoto Targets

Regione Lombardia really purposes to reduce GHGs’s emissions, suggesting itself as a best practice at a national level in reaching Kyoto targets.

The Plan foresees to save more than 2.000.000 tons (Sustainability Scenario) or 3.000.000 tons (High Sustainability Scenario) of GHGs’s emissions by 2012. Scenarios have been calculated not considering Emission Trading’s target referred to the regional industrial sector.

  • Reaching target of RES’s contribution in the energy supply

Directive 2001/77/EC states that RES have to contribute for 22% on total production of electrical energy for 12% on total energy consumptions.

Nowadays the RES represent 17% of total production of electrical energy and 9% of total production of energy.

Plan’s High Sustainability Scenario foresees to reach European target for RES by 2012.

  • Reaching targets for Directive 2006/32/EC

Regione Lombardia foresees a reduction of 6-9% of the energy final use by 2012 (nowadays the regional energy system consumes 25.773.240 toe).

National Decrees for Energy Efficiency (2004) are an effective tool to promote energy efficiency in the different sector of use.

Reducing 7.700.000 tons of CO2 by 2012

Producing energy using RES for 5.800 GWh (500.000 toe of electrical energy) and 675.000 toe of thermal energy, totally 1.175.000 toe of energy by 2012.

Reducing final uses of energy for 2.100 GWh (180.500 toe) of electrical energy and for 1.800.000 toe of thermal, totally 1.980.500 toe of energy by 2012.
